Abstract

The Massenburg Bill, was specifically designed to prevent interracial audiences in Ogden Hall at Hampton Institute.This paper is the story of the origin, development and passage of the bill "The Massenburg Law." This story seeks to identify many of the almost forgotten participators such as Walter Scott Copeland, John Powell, George, Alvin Massenburg, and James Edgar Gregg, while centering the story around Hampton Institute and Ogden Hall.
