Abstract
Virginia State Senator J. Kenneth Robinson says he does not envy the incoming General Assembly and governor because of a new proposal that will eliminate windfall funds. This proposal will result in increased taxes and increased appropriations totaling 24 million dollars. Senator Robinson says the next administration will have to deal with all of these issues.
