Abstract
At the State Capitol in Richmond, Va., Delegate John W. Hagen maintains his previous statement directed at Senator William B. Hopkins, Jr. Hagen released a statement contending that Hopkins is in a position to put legislation he favors before the Virginia General Assembly. Hopkins disputed this claim and asserted that the legislation is in the form of a general bill and must first pass through the House of Delegates before it reaches the Senate. Hagen now upholds his remark, advancing that as chairman of the Virginia Senate Committee on Counties, Cities, and Towns, Hopkins has the power to pass this bill through.
