Abstract
The Virginia General Assembly is in the process of revising the Constitution of Virginia and one of the most debated topics is independent city-states. According to Senator H. Clyde Pearson, Jr., the Senate of Virginia has thoroughly examined the complexity regarding boundary lines, the tax base, and the tax structure within the state. In light of the proposed changes in the new constitution providing for regional governance, Senator Pearson believes it would be impractical to conduct a major study on independent city-states in Virginia.
