Virginia Delegate Ray L. Garland remarks on the absence of fellow Delegate James B. Fugate. Fugate has been eschewing his office at the Virginia State Capitol but has been going to his home office daily in Gate City, Va. According to Garland, the Virginia House of Delegates finds Fugate's vacancy disconcerting, though he maintains that it is only appropriate for the Speaker of the House to raise questions regarding Fugate's whereabouts.
