Representative Richard Harding Poff rejects President Lyndon B. Johnson's proposal for a stringent gun registration and licensing law on the grounds that such an effort is not within the jurisdiction of the federal government. Representative Poff argues that state legislatures have the right to enact gun control laws and should be left free to do so.
