Attorney Philip J. Hirschkop tells WSLS-TV about a 15-year-old boy from Powhatan, Va., who has been incarcerated in the felony punishment cells at the Powhatan Correctional Center. According to Hirschkop, the boy has not yet been convicted of a felony but has been periodically tear gassed.
