Reverend Dr. W.L. Ransome speaks in Richmond, Va., during a special session of the Virginia General Assembly convened to discuss the proposal of the Commission on Public Education, also known as the Gray Commission, for an amendment to the state constitution that would authorize the state to deny funding to integrated public schools while offering tuition grants to students seeking to attend private, segregated schools.
