IN RICHMOND, THE STATE WATER CONTROL BOARD TODAY REVERTED TO ITS ORIGINAL SPECIFICATIONS CALLING FOR A WATER FLOW RATE OF 40 CUBIC FEET PER MINUTE OVER THE NORTH ANNA RIVER THE BOARD ALSO HEARD CHARGES THAT THE CITY OF ROANOKE HAS OVERLOADED ITS SEWAGE TREATMENT FACILITIES AND IS POLLUTING SMITH MOUNTAIN LAKE.
