Reverend William H. Marmion and other ministers and educators speak at a meeting in Roanoke, Va., arguing against an amendment to the state constitution authored by the Virginia Commission on Public Education, also known as the Gray Commission, which would authorize the state to withdraw public funds from integrated public schools while offering tuition grants to students enrolling in private schools to avoid integration.
