Abstract
In Roanoke, Va., State Senator-Elect Stephen A. Carter speaks out against a forthcoming public referendum on a proposed constitutional amendment that would authorize the state to withdraw public funds from integrated public schools while offering tuition grants to students enrolling in private schools to avoid integration. Carter argues that the proposal should be submitted to two sessions of the Virginia legislature before being presented to the public, allowing legislators more time to improve the proposal or, perhaps, adopt a proposal developed in another state.
