WSLS-TV reporter Joe Moffatt interviews State Senator Ted Dalton following a special session of the Virginia General Assembly in Richmond, Va., during which legislators voted on whether to hold a public referendum on an amendment to the state constitution, recommended by the Commission on Public Education, also known as the Gray Commission,that would authorize the state to withhold funding from integrated public schools while offering tuition grants for students seeking to attend segregated private schools.
