At the State Capitol in Richmond, Va., the Virginia General Assembly is in the process of revising the Constitution of Virginia. Delegate Arthur R. Giesen, Jr., elucidates the amendment on finance and taxation. According to Giesen, different localities throughout the state have the power to give tax deferrals on agricultural, horticultural, forest, and open space lands. This allows for land to be assessed and taxed based on its usage. Footage switches to a meeting of the American Social Health Association where a committee on drug use in Roanoke, Va., discusses plans to curb abuse.
