Abstract
At the State Capitol in Richmond, Va., the Virginia General Assembly is in the process of revising the Constitution of Virginia. Senator William B. Hopkins, Jr., shares his stance on an amendment concerning local government. Senator George S. Aldhizer proposed an amendment that permits the Virginia General Assembly to determine the boundaries of the capital city every 10 years. Senator Hopkins says the capital city is unique within Virginia and defends Senator Aldhizer's amendment on the grounds that it is not a tool to expand the boundaries of Richmond, Va.
