Abstract
At the State Capitol in Richmond, Va., the Virginia General Assembly is in the process of revising the Constitution of Virginia. Delegate John N. Dalton tells WSLS-TV reporter John Gilbert his thoughts on the revisions. Delegate Dalton disapproves of the article on taxation and finance because it does not allow the public to vote on state government borrowing. According to Delegate Dalton, the vote of the people is imperative because under this amendment, the issued bonds require the full faith and credit of the Commonwealth.
