Reporter Jim Shell stands in the middle of a field designated to be the site of the Roanoke Civic Center. He says the construction faces much controversy due to an unexpected increase in costs totaling over three million dollars. Roanoke City Council is set to meet the following week to vote on four possible sources of revenue for the center, all of which already face much opposition.
