Salem District Engineer C. F. Kellam tells WSLS-TV reporter Lee Garrett about the adverse effects of federal fund cutbacks to the Virginia Department of Highways in Salem, Va. According to Kellam, seven projects will be immediately delayed and the entire program will suffer setbacks.
