Norfolk and Western Railway Company President Herman H. Pevler receives an award and certificate from William J. Branscom, vice president of the First National Bank. On the certificate is Secretary of the Treasury Henry H. Fowler's signature, which recognizes that the majority of Norfolk and Western Railway Company employees participated in the savings bond program. Cherie Suzanne Davis, Miss Virginia pageant winner, attends the ceremony at the Hotel Roanoke in Roanoke, Va. Footage shows Pevler, Branscom, Davis, and an unidentified man shaking hands and posing for pictures with the Minuteman flag.
