The time and temperature display at the Mountain Trust Bank on S. Jefferson St. in Roanoke, Va., shows a cold 5° below zero. Deserted downtown streets and a bundled-up police officer provide further evidence of the below normal temperatures. Shoppers and pedestrians try to outrun the cold wind. A woman finds shelter and tries to thaw her feet using a Fanny Warmer. Men struggle with a stalled car.
