In Roanoke, Va., doctors and lawyers meet with city and state officials to recommend that the city purchase a Drunk-O-Meter, a device used to estimate blood alcohol level. Meeting attendees watch a demonstration of the device in which a volunteer drinks whiskey and blows up a balloon.
