Abstract
The Citizens' Protective Association, an African-American organization, meets in Roanoke, Va., to discuss the need for home improvement loans to enable black homeowners to comply with a recently issued housing and hygiene ordinance. Roanoke City Health Commissioner Dr. Margaret Glendy, City Manager Arthur Owens, and NAACP lawyer Reuben Lawson speak, among others.
