Virginia Governor Mills E. Godwin, Jr., defends his tax on food and nonprescription drugs in front of the Virginia Food Dealers Association at the Hotel Roanoke in Roanoke, Va. In order to persuade his audience, Governor Godwin maintains that, without the tax, it would be difficult for store owners to differentiate between taxable and non-taxable items. He concludes that 46 out of the 50 states of America employ a similar retail tax.
