Abstract
Roanoke City Engineer Cletus Broyles, Chief Draftsman Lewis Franklin, and Head of the Engineering and Communications Department J.D. Sink look over proposals for a seven mile spur highway in Roanoke. Broyles explains the Norfolk and Western Railway's agreement to relocate its Winston-Salem Line to pave the way for the spur highway to WSLS-TV reporter Joe Moffatt.
