Lewis A. Haskell, Jr., president of the Virginia Gasoline Retailers Association, Inc., speaks with a news anchor about giveaway card games issued by oil companies. President Haskell says that the card games will be eliminated in the next 90 days. Footage then shows a Salem City Council meeting. Members include R. Elwood Owen and Mayor John Leonard Shank. Footage then shows two crowded swimming pools.
