Ted Edlich, president of Total Action Against Poverty in Roanoke, Va., talks about the allocation of funds for a summer kindergarten program in Roanoke County. Edlich says that the state's kindergarten funding covers all children in the county, so federal funds already received to implement a Head Start Program will be redistributed throughout the schools of the Roanoke Valley region.
