Summary
Zelikow, the executive director of the 9-11 Commission while it was in existence, discusses the recommendations of the commission for the future. These recommendations were divided into two parts: what to do and how to do it. "What to do" amounts to a global strategy, the substance of what we should be doing. The "How to do it" part examines how should we reorganize our government so that we actually have institutions capable of carrying out such an ambitious strategy.
