Hearing to consider rules to allow for consideration of H.R. 6111, the Juvenile Justice Amendments of 1977, to amend the Juvenile Justice and Delinquency Prevention Act of 1974 to make revisions to and authorize appropriations for act programs through FY80, and H. Res. 70, to establish a 16-member House Select Committee on Population to study changing population conditions and consequences for the U.S. and the world.
