Contains transcript of continuation of Committee markup session on reform resolutions proposed by the Obey Task Force and mandated for action by the Democratic Caucus. Reforms cover mileage reimbursements; monthly certification of payrolls; quarterly reporting of salaries of employees, committee chairmen, subcom chairmen, officers of the House, and expenditures from Members Consolidated Accounts; use of certified and documented vouchers for member reimbursements of authorized expenditures; airmail and special delivery stamp allowances; clerk hire allowance; telephone allowance; and determination of members' annual allowance for official duties (the consolidated fund). All items, with some amendments, were favorably reported.
Includes extensive review of House rules and procedure.
Also briefly considers H. Res. 1372, to limit the authority of the Committee to fix and adjust allowances. Amended bill was favorably reported.
