Hearing to consider rules to allow for consideration of H.R. 13163, the Consumer Protection Act of 1974, to establish a Consumer Protection Agency within the executive branch, and headed by an Administrator, to protect and promote consumer interests through consumer advocacy, complaint handling, information development, and advising Congress and the President. Also prohibits disclosure of trade secrets and requires fair and equitable procedures in implementing objectives.
