Summary
Continuation of hearings to consider rules to allow for consideration of H.R. 9682, the District of Columbia Self-Government and Governmental Reorganization Act, to reorganize the D.C. governmental structure and to provide a charter for local government, subject to acceptance by electorate, allowing elections of a Mayor and City Council and continuing the currently elected school board. Bill protects the Federal interest by reserving the right of Congress to legislate for the District at any time and on any subject, retains congressional appropriations power over annual Federal payment, and provides congressional veto power over any alterations in the charter.
