Hearing to consider rules to allow for consideration of H.R. 10710, the Tax Reform Act of 1973, to provide for open, non-discriminatory world trade to stimulate U.S. economic growth. Bill's principal features include: expansion of Presidential trade negotiations authority with respect to import duties, reduction or elimination of non-tariff barriers, and revision of GATT provisions concerning international fair labor standards, import restraints for balance of payments purposes, and suspension of import barriers.
