Committee Serial No. 91-37. Considers. H.R. 13716 and related bills, to revise the promotion system of the Coast Guard Reserve. H.R. 13816, the Coast Guard omnibus bill, to increase the number of Coast Guard Academy cadets, to provide housing for Coast Guard personnel and housing for dependent children, to raise the compensation ceiling for members of the former Lighthouse Service, to conform Coast Guard practice to that of other armed services, and to admit cadets from the Philippines for training at the Coast Guard Academy. H.R. 11967 and companion S. 133, H.R. 1497, and S. 1177, to authorize vessels Orion, West Wind, and Marpole to be documented for use in the coastwise trade. H.R. 13820, to amend section 4171 of the Revised Statutes to allow the endorsement on certificates of registry of alternate masters. H.R. 212, and H.R. 16837, to provide for the appointment, promotion, separation, and retirement of commissioned officers of the Environmental Science Services Administration. Discusses also the proposed closing of the Coast Guard Station at Racine, Wis., and receives testimony concerning the attempted defection of a Lithuanian citizen on November 23, 1970.
