Abstract

The purpose of this thesis is twofold: to lay the foundation for an extended study of Carter Glass's career in the U.S. House of Representatives, 1903-1919; and to provide a necessary introduction to the highpoint of that career--the formulation and passage of the Federal Reserve Act.
