Richardson holds an air tube to the balloon but is stopping it off rather than blowing into it. President Ulysses S. Grant, with a cigar in his mouth, also holds an air tube but is not blowing into it, while Senator Carl Schurz of Missouri is sprawled on top of the balloon / W.H. Shelton.
