Abstract
James Trinkle, chair of Roanoke City Council's subcommittee on finance, explains his committee's proposal to create a fundraising authority to issue bonds for and to oversee the construction of a new civic center. The city would then lease the building from this authority; the city would be in charge of all civic center operations.
