From excerpt: President-elect Bush waves to the crowd behind police barriers at the end of the Lawn after leaving a closed-door meeting in the Rotunda with 21 of the nation's governors. Joining him are New Hampshire Governor John Sununu, left, Bush's choice as White House chief of staff, and Virginia Governor Gerard L. Baliles, chairman of the National Governor's Association and host of the meeting designed to give recently-elected Governors practical help in assuming their new responsibilities. The sessions also included a meeting with the Soviet ambassador to the United States, Yuri Dubinin.
