Dick Howard, upper right, escorts the leaders of France's Council of State, the body which rules on the constitutionality of laws passed by the French legislature, on a tour of the Jeffersonian Grounds on September 3, 1989. With Howard are, left to right: Michel Combarnous, President of the Council's Litigation Section; Marceau Long, Vice President of the Council of State; Pierre-Francois Racine, Master of Appeals. The group visited the University before going to Washington D.C. to participate in a 10 day Franco-American judicial exchange.
