A.E. Dick Howard and White Burkett Miller, Professor of Law and an expert on constitutions, advised leaders of the Afghan resistance visiting America though the United States Information Agency (USIA). The leaders were meeting with experts and professors around the country to learn about America's political and governmental systems. Also on the agenda were meetings with officials from the State Department, the Supreme Court, Martin Luther King's Center for Nonviolent Social Change, and Freedom House International in New York City.
