Notation on back, "Major George Fielding Eliot opened the 1941 session of Virginia's Institute of Public Affairs, June 23, by predicting the speedy fall of Russia before the German advance. Seated on the platform are, Virginia's then governor, the late James H. Price, Professor Hardy C. Dillard, Institute director in 1941, President John Lloyd Newcomb, and Rexford Guy Tugwell, then chairman of the New York City department of public planning, who was a discussion leader."
