The collection contains a covering letter and memorandum, 26 June 1779, from Richard Oswald to Lord Germain, regarding the strategic importance of the Elizabeth River and Hampton Roads.
Also a memorandum, 2 August 1781, regarding a proposed alliance between Great Britain and Russia, in order to allow a diversion of troops for an attack on Spanish colonies on the Gulf of Mexico.
Also a memorandum, n.d., on the strategic importance of Portsmouth, Va., with a sketch on verso of Portsmouth and surrounding environs.
Also a memorandum, 14 August [1781], regarding an interview between Oswald and Henry Laurens while the latter was imprisoned in the Tower of London, including discussions regarding the conduct of the war in Virginia and the Carolinas.
Also a memorandum, August 15, 1781, on the conduct of the war in Georgia and the Carolinas, with an addendum regarding Portsmouth, Va.; and a covering letter, 16 August 1781, to the Lord Advocate regarding Henry Laurens and recommending that Cornwallis shift the focus of his military endeavors from Virginia to the Carolinas.
The collection also contains the linocuts used for printing the illustrations in the McGregor Library publication, 1953, of "Richard Oswald's memorandum...."

Scottish merchant for many years engaged in business in America and London; in 1781 he gave bail to Henry Laurens when he was imprisoned in the Tower; negotiated the peace with the Americans, and signed the preliminary articles of peace at Paris, Nov. 30, 1782.
